Thanks a lot for posting the spawnpoint (http://teso.mmorpg-life.com/become-werewolf-eso/the-rift-werewolf-spawn-map/). It worked today for two of my chars. The two mobs (only named werewolve) spawned nearby the eastern bridge. Little bit northern than the mark on your map.
im starting to think werewolfs appear when theres half moon instead of full moons
