Southwestern Eastmarch, west of Fort Amol Wayshrine, southwest of The Frigid Grotto public dungeon.
In order to get this collectible, start at Fort Amol Wayshrine and head northwest until you see a wooden door in a rock, leading into The Frigid Grotto. Now, head southwest and you will soon see a ruin in front of you and a large stone and a broken stone pillar in the middle of the path. The skyshard is hidden behind the the stone.
