Bellow you will find the ESO Sorcerer talent calculator tool. Sorcerer is a ranged magic user that can go for DPS, crowd control or summoning daedric minions to fight for you. You will most likely want to increase your magicka pool and go for light armor because it provides magicka regeneration bonuses. Using the skill calculator tool bellow you can try and find other ways to build your Sorcerer. The point is to have your build match your play style. If you are more about pure damage dealing you might go for Storm Calling. If you feel that you need something to soak up the damage – get those daedric minions via Daedric Summoning. Rune Shield Raider - Sorc Multi-CC Shield stacker
The Rune Shield Raider is a Sorc PVP build that focuses on remaining mobile and harassing the enemy with CC. This build has lots of ranged CC, can stack 5-6 shields to soak up damage, reflect or absorb projectiles, and self-heal or escape when needed. It is meant to be a viable AvA build using skills that a Sorc PVE tank can use.
Offense
A typical offensive opener is using Crystal Fragments (C-Frags), Shielded Assault or Volcanic Rune after your shields are up. I use
Volcanic Rune if it can catch several targets, C-Frags if surprising from stealth, and finally Shielded assault against bows or casters.
Whenever your target is stationary, use Volcanic Rune. If they are mobile, harass them with Mages Wrath and light attacks until C-Frags is low-cost, then follow with Volcanic Rune once they are knocked downed. If they want to melee with you, you can keep them at bay with Volcanic Rune. You can use Shielded Assault to interrupt, usually following up with Volcanic Rune. If they are able to block away your CC, spam light and heavy attacks to lower their stamina.
Defense
As needed, swap bars and use Resto heavy attacks and cast Hardened Ward, Harness Magicka and Healing Ward to get shields back up and heal.
The major buffs to keep active at all times are Hardened Ward and Harness Magicka but they have long similar length durations. Throwing these up followed by Healing Ward is great to recover health. If real low on magicka and health, cast Healing Ward once the Whitestrakes shield is up or Harness Magic and Healing Ward if you can. Follow up with Rapid Regeneration and a few heavy Resto staff attacks and you will be ready to re-engage.
Escape
If you get in trouble, drop Suppression Field, or use Streak to get some space but watch out for charges.
Finish
Once you can get them stunlocked or drop their health enough, finish with Mages Wrath or Streak thru them, then hit them with Soul Assault. This is great for wilting enemies due to its low cost with Sorc passives, but watch out for interrupts during channeling. You could swap for another offensive ultimate. I also plan to get Replenishing Barrier once available.
Gear
For gear, I go 7 light because armor does not mitigate any of the damage to your shields but you could go 5L/2H or 2M to use other passives. I would focus on magicka recovery>health>max magicka>stamina recovery for enchantments. For your weapon glyph, you could put Hardening for another shield or you could put Absorb Stamina.
I use two 5-pc sets, Whitestrake's Retribution for the shields and Warlock (if you can get it) or Seducers for magicka recovery. The Whitestrakes pops a shield when below 30% health and synergies well with Healing Ward, allowing you time to get your other shields up.
This build's strengths are the variation in CC on the offensive bar with the ability to stun or knockdown using magicka, stamina or ultimate, heavy use of shields, coupled with a long range finisher or escape if needed.
Alterations
If you would prefer to not be CC'd, you could put Unstoppable in place of Streak or Defensive Stance. Another alternative is
putting Unstoppable on the main bar, along with another DPS skill such as Velocious Curse or Volatile Familiar, but this would drop the stamina component of your offense.
If you want to go with more stamina for damage, Update 5 is supposed to make Reverberating Bash (power bash morph) reduce healing by 40% for 8 seconds. This is huge and could replace Mages Wrath as a finisher-type skill but it requires being up close.
