I have run into a strange man called Mazrahil the Sly Scarab who was injured. He asked me to search Imperials for documents which are important.

First objective:

I should search soldiers, dead or alive, for important documents. Once I find them I can bring them to <<1>>.

Steps:

Collect Imperial Orders from any Imperial.

Talk to Mazrahil the Sly Scarab.

Kill Lieutenant Corvinus, Lieutenant Voteporix.

Place Forged Second Cohort Orders in the Dispatch Chest.

Talk to Mazrahil the Sly Scarab and complete the quest.
